Envigo RMS operated a beagle-breeding facility in Cumberland County, Virginia, supplying dogs for research. In 2022, federal investigation, court proceedings and a coordinated effort by the Humane Society of the United States and shelter partners moved nearly 4,000 beagles out of the facility and into rescue, transport, foster and adoption networks.

Axios Richmond reported that the final 312 dogs were removed on September 1, 2022, closing more than six weeks of transfers. HSUS worked with more than 120 shelters and rescues across 29 states. For the beagles, the case was not only a regulatory matter; it was the moment they left a research-supply system and entered relationships of care.

Guilty pleas and penalties

On June 3, 2024, AP reported that Envigo RMS and related Inotiv entities pleaded guilty in animal-welfare and Clean Water Act cases and agreed to roughly $35 million in fines, costs and improvements. AP described the penalty as one of the largest in a U.S. Animal Welfare Act case, and reported that the operating company and parent company would be barred from breeding or selling dogs in the future.
