Poisoning is not community governance

Disputes over feeding, sanitation, noise and stray animal management do need serious solutions. But placing poison in a shared space, leaving animals to die in pain and exposing pets, small wildlife and possibly people to danger, is not governance. It pushes conflict toward a crueler and more dangerous end.

A legal expert quoted in the public report said that if poison is placed indiscriminately in a public area and may harm people, the conduct may involve the crime of endangering public security by dangerous substances; even if the poison only harms pets, liability such as intentional destruction of property may be involved.
