On October 19, 2020, a stray-cat killing occurred outside a local power-supply office in Taiyuan, Shanxi. Public records identify the offender as an employee of a local security-service company. The victim was a female white stray cat confined in a trap cage; public reports also stated that she was carrying four unborn kittens.

Reports described the trigger as the cat eating the offender’s last sausage during the night. He then took anger out on the cat and poured boiling water into the cage. The cat died, and the unborn kittens did not survive. The employee was dismissed by the company the next day.

This case is archived not only because of the cruelty of the individual act, but also because it exposed a gap in mainland China’s animal-protection framework at the time. Deliberate harm to companion and stray animals was often answered through workplace discipline, public-order boundaries, or public pressure, rather than a direct and systematic anti-cruelty legal route.
