At about 9:50 a.m. on 20 August 2014, a medium-sized brown dog entered the southbound track area at Hong Kong’s Sheung Shui station. Public summaries say passengers notified station staff, train movement was paused, and staff entered the track area to try to drive the dog away, but they did not remove the dog from the track area.

The controversy centered on the later resumption of train service while the dog was still believed to be within the rail-risk area. Public summaries state that the dog later reached the track area near Fanling station and was killed by an intercity through train entering the platform. Witnesses and online commenters questioned why service resumed before the animal was safe.

The case drew a strong public response in Hong Kong. Online petitions demanded an explanation from MTR, with public summaries citing tens of thousands and later nearly 90,000 signatures. MTR operations director Adi Lau later apologized for failing to save the dog and laid flowers before the dog’s memorial photograph, while questions remained over scene decisions, later explanations, and handling of the body.
