Chongqing “Sam Packer” Fake Adoption and Dog Harm Case

Summary

In June 2026, a Chongqing man identified in police notices as Li was accused of obtaining dogs under the pretense of adoption and then harming them. On June 10, the Chongqing Public Security Bureau Liangjiang New Area Branch said that Li, male, 29, falsely claimed adoption, obtained dogs, carried out acts of harm, and caused dog injuries and deaths. On June 9, Dashi Dam Subdistrict Office said citizens reported that Li had harmed dogs; police had opened an investigation; and three puppies from Li’s home had been safely sent to a pet hospital and animal shelter for treatment and foster care.

Media reports gave more individual details. HK01 and Lianhe Zaobao reported that a puppy named Dongdong was rescued and taken for treatment, with serious injuries described to the tail, teeth, and bones. Other dogs, including Xingxing and a white female dog, were reported to have died. Those injury details and animal counts come from interviews, rescue-side accounts, and public reporting. Whether or not these animals had pedigrees, licenses, or formal adoption paperwork, they were not objects to be broken. In adoption, trust should mean care, protection, and responsibility. The case became widely visible in early June 2026. Public reports noted that Li had previously been known online as the “Sam packer” because of repeated food sampling and take-away incidents at a Sam’s Club store in Chongqing. In this case, the reported conduct was different: he was accused of using claims of loving adoption, stable family conditions, and pet-keeping experience to gain the trust of people giving away cats and dogs, and then harming adopted animals.

On June 7, citizens reported to Dashi Dam Subdistrict that Li had harmed dogs. On June 9, the subdistrict office issued a notice saying police had opened an investigation and that three puppies from Li’s home had been sent for treatment and foster care. This is one of the key official points in the public record.

From June 9 to June 10, many animal-protection volunteers, prior adopters, and citizens gathered near the residential area involved. HK01 reported that more than a hundred local residents arrived below the building to protest, holding signs and calling for punishment of the person involved and for animal-protection legislation. Reports also described police-citizen clashes, some volunteers being taken away, and people remaining at the scene into the night.

On June 10, Chongqing police confirmed that Li falsely claimed adoption, obtained dogs, harmed them, and caused dog injuries and deaths. Although the notice was brief, it confirmed the central nature of the case: this was not an ordinary adoption dispute or neighborhood noise dispute, but harm caused after obtaining dogs in the name of adoption.

Two official layers can be confirmed from public sources. First, on June 9, Dashi Dam Subdistrict Office said police had opened an investigation, that three puppies from Li’s home had been sent to a pet hospital and animal shelter, and that citizens could report related illegal clues to police.

Second, on June 10, Chongqing Public Security Bureau Liangjiang New Area Branch said Li had falsely claimed adoption, obtained dogs, harmed them, and caused dog injuries and deaths. Police said he had been administratively detained under the Public Security Administration Punishments Law. CCTV, China News Service, Tencent News, The Beijing News, and other media carried or reported this notice.

Many members of the public questioned whether administrative detention was sufficient for the nature of the case. HK01 reported that on-site animal volunteers hoped for criminal accountability and raised questions about the property value of dogs obtained through deception, repeated conduct, severity, and public impact.
