From 2019 to August 2021, Tian Moumou, who operated a slaughter workshop in Suining, Sichuan, sold liquid containing succinylcholine, commonly called “three-step,” to others for killing dogs. The dogs were then sold back to Tian, skinned, gutted and processed into frozen dog-meat products for sale to downstream buyers in Guizhou. Police seized 5,499.4 kilograms of frozen dog meat and 22 flying needles; samples contained succinylcholine. On August 5, 2022, Suining Anju District Court convicted Tian of producing and selling toxic and harmful food, sentenced him to three years in prison, fined him 200,000 yuan and ordered public-interest compensation of 1,096,200 yuan.

From poisoned dogs to frozen meat

Red Star News reported that Tian appeared to run a slaughter workshop while selling succinylcholine-containing liquid to others for killing dogs. After Liu and others killed dogs, they sold them back to Tian, who processed the bodies into frozen dog-meat products.

The court-case summary records that between 2019 and August 2021 Tian sold dog meat to downstream buyers in Guizhou for 109,620 yuan. Police seized 1,275.4 kilograms, 593 kilograms and 3,631 kilograms of frozen dog meat; sampled batches contained succinylcholine.

What 5,499.4 kilograms of frozen dog meat means

The seized frozen dog meat totaled 5,499.4 kilograms. That weight should not be converted speculatively into a number of dogs, but it shows that this was not a single accidental act. It was a chain of killing, collecting, processing and selling.

For the dogs, this was not an abstract food-safety number. “Three-step” meant poison used to take life quickly, then bodies pushed into an illegal processing chain. Lives became cheap raw material, and suffering was turned into frozen meat and payment.

Criminal liability should not erase the animals

The court held that dog meat from succinylcholine-poisoned dogs contained toxic residue and was food mixed with harmful non-food material. Tian received a prison sentence, fine, confiscation of illegal gains and public-interest compensation.

It matters that the law punished the food-safety crime. But this archive also keeps the animals in view. They were deliberately killed, collected and processed, not naturally dead. A business built on poison needles and “three-step” harms animals and places public food safety in danger.
